Google+ Chat is automatically populated with People you've already chosen to chat with and when someone doesn't appear in the chat side here is what to do to invite him to chat :
Firstly you have to be in "Home" Page, you will able then to see the list of chat
to add someone you'll just need to "Search" him and then click invite as showed here in the picture :
When this Person will accept your invitation he will appear on the chat side "left side of your google+ home page"
